Management Analysis Officer

The primary purpose of this position is to plan and direct the conduct of comprehensive manpower and organizational analyses/studies of a wide diversity of organizations, functions, and work processes, and provide management consultation to improve effectiveness, resource efficiency, and resource savings for the installation.

This job is open to current federal employees of the hiring agency, federal employees whose job, agency or department was eliminated and are eligible for priority over other applicants, and military spouses of active duty service members or whose spouse is 100 percent disabled or died on active duty.

Duties include representing the Manpower and Organization Flight with various organizations, providing management advisory services, administering the activities of the Manpower and Organization Flight, supervising the staff of the manpower and organization flight, and advising staff regarding policies, procedures, and directives of higher-level management or headquarters.

Requirements include U.S. citizenship, male registration for Selective Service, possible PCS reimbursement, eligibility for a Cost-of-Living-Allowance, direct deposit requirement, probationary period, occasional travel, Secret security clearance, and a one (1) year supervisory probationary period.

Qualifications require at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems, knowledge of management engineering principles, concepts and methodologies, financial management directives, concepts, procedures, guidance, and policy, knowledge of management principles and techniques pertaining to manpower resources, skill in applying analytical and evaluative techniques, ability to lead, manage, supervise a subordinate staff, and to communicate effectively, both orally and in writing.
