The Outpatient Program Manager provides clinical and operational oversight of outpatient behavioral health services, supervising counselors and case managers to ensure high-quality, compliant care. This role facilitates clinical meetings, conducts assessments and outpatient assessment reviews, and provides individual, group, and collateral interventions using evidence-based practices. The Program Manager supports treatment planning, crisis intervention, and coordination of care while ensuring adherence to state regulations, ethical standards, and organizational policies. Responsibilities include monitoring documentation and billing in OPUS, reviewing client progress using diagnostic and rating tools, coordinating referrals and community resources, and supporting staff competency through supervision and training. The position requires collaboration across interdisciplinary teams to maintain effective program operations and ensure that services are responsive to client needs related to mental health and substance use disorders.

Roles and Responsibilities

  • Provides oversight of the duties and responsibilities of counselors and case managers

  • Facilitate clinical meetings in collaboration with lead counselor
  • Conducts clinical interviews and assessments; gathers information for diagnostic and treatment planning purposes, as needed.
  • Conducts outpatient assessment reviews.
  • Provides interventions using evidence-based techniques and methodologies approved by the department.
  • Provides individual, group therapy and collateral interventions; provides an atmosphere of trust and safety.
  • Provides crisis intervention to clients who are in apparent emotional distress.
  • Provides referrals to community agencies and providers for support or additional services.
  • Assures compliance with State Regulations, legal requirements and established Borough policies and procedures related to behavioral health services.
  • Assist patients in locating resources by contacting appropriate agencies over the phone and in person; coordinate with other agencies concerning referrals of mental health cases; arrange for hospitalization for mental patients requiring inpatient care.
  • Uses a variety of diagnostic and rating tools to evaluate client progress, effectiveness of intervention and/or to assist treatment planning.
  • Participates in the development of treatment plans for clients to alleviate current areas of impairment; assures that treatment plans have problem solving objectives. Serves as service coordinator as assigned.
  • Documents daily interventions provided for clients; efficiently documents all billable interactions into OPUS, utilizing DAP note formatting.
  • Participates in weekly clinical supervision and follows training guidelines and instructions as provided by the clinical supervisor.
  • Attends and participates in team meetings where current cases are reviewed; reviews cases with social and community agencies as appropriate; adheres to applicable confidentiality laws and regulations.
  • Maintain case records including agency forms, documentation sheets, timecards and related forms concerning cases.
  • Performs related duties as assigned.

Qualifications and Education Requirements

  • Master's degree in social work, counseling, psychology or related field preferred, with the ability to complete, preferred.
  • Combination of education, experience and licensure accepted.
  • Active license preferred; must be eligible for a license (supervision complete) and obtain license within one year upon hire.
  • Must have a CDC II/ CDC S; or must obtain within 3 years of hire.
  • Experience in substance abuse or mental health field including:
  • Delivering direct individual and group services.
  • Conduct assessments utilizing the DSM-5 and ASAM criteria.
  • Create individualized treatment plans addressing mental health and substance use issues.
  • Treatment team participation.
  • Crisis intervention skills.
  • Case management.
  • Adhere to ethical guidelines of related profession.
  • Maintain CEUs needed for licensure and continued professionalism.
  • Establish and maintain therapeutic boundaries.
  • Excellent written and verbal communication skills.
  • Basic computer skills and fluid use of electronic communication tools.
  • Administer UAs and breathalyzers as needed.
  • Participate as part of an interdisciplinary team to address clinical concerns relating to the clients.
  • Receive direct supervision from eligible supervisors as qualified by State standards of the profession.

Physical Requirements

This role is primarily performed in an office building with standard office environment and controlled temperatures. When working outdoors or at a job site the employee may be exposed to construction equipment or other moving objects/equipment; reference job site specifics. The employee is occasionally required to lift and/or move up to 50 lbs. Employee is frequently required to sit, stand, walk, talk/hear, see, read, and personally interact with others.
