Goldbelt Operations Support Services, LLC (GbOSS) offers expert construction, renovation, and support services. GbOSS has expertise in construction, renovation, and support services, from design-build to finish work. GbOSS utilizes a skillset as general contractors to assist federal clients and is 8(a) certified.

Summary

GbOSS is in search of a Construction Inspector (CI). The Construction Inspector (CI) provides on?site oversight, inspection, and quality assurance for construction, renovation, and repair activities supporting the U.S. Coast Guard Risk Management Framework (RMF). This role ensures all work complies with contract requirements, applicable building codes, safety standards, and Coast Guard specifications. The Construction Inspector documents progress, identifies deficiencies, and serves as a technical liaison between project stakeholders, contractors, and personnel.

Responsibilities

  • Perform a variety of inspection duties that broadly include monitoring the effectiveness of construction contractor quality assurance and quality control (QA/QC) programs, or inspection of USCG facilities for facility maintenance issues.
  • Ensure construction is in accordance with plans and specifications.
  • Make on?site inspections of construction project(s) and provide written reports.
  • Perform reviews including, but not limited to, equipment and material submittals, progress charts, quality control (QC) and safety plans, and various work plans.
  • Photograph construction progress, logically file the records, and transmit as required.
  • Monitor the contractors quality control program for compliance with applicable requirements.
  • Research and identify design and/or construction problems and provide recommendations to the USCG Construction Project Manager, Contracting Officers Representative (COR), or Contracting Officer (KO).
  • Witness acceptance testing, commissioning, and participate in inspections.
  • Perform inspections of construction and USCG facilities.
  • Meet with the USCG to keep them informed of changes to work or schedule constraints.
  • Review daily contractor reports and prepare reports.
  • Monitor job?site safety and compliance.
  • Maintain a complete, updated file of approved submittals for the construction contract and review submittals against installed materials and schedules.
  • Maintain field records such as correspondence, contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, and modifications.
  • Review and assist in resolving technical issues, including contractor RFIs and/or DCRs, progress schedules, and requests for information.
  • Prepare supporting information for proposed modifications.
  • Prepare field sketches and measurements and recommend solutions to the USCG COR.
  • Maintain a current set of contract plans and specifications with executed modifications posted.
  • Ensure the contractor is maintaining a current set of as?built drawings and updating the construction schedule.
  • Perform labor interviews when directed by the KO or COR.
  • Perform pre?construction plan reviews.
  • Arrange for transfer of documents, O&M manuals, spare parts, tools, as?built drawings, keys, and guarantees to the CG.
  • Monitor compliance with environmental protection requirements and bring non?compliance to the COR and contractor.
  • Observe representative contractor on?site samplings and tests to ensure procedures are satisfactory.
  • Keep the COR fully informed of any technical or contractual difficulties encountered during performance.
  • Review payment requests/invoices and provide recommendations to the USCG COR.
  • Review, analyze, and make recommendations, including preparation of cost estimates and time/schedule impacts on potential construction changes for the Project Manager/COR.
  • Perform other duties as needed.

Qualifications

Necessary Skills and Knowledge
  • In?depth knowledge of construction principles, techniques, and safety standards.
  • Ability to read and interpret construction drawings, specifications, and technical documentation.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office and basic construction?management/reporting tools.

Minimum Qualifications
  • All CIs shall complete the following training courses within 120 days of contract award. If the CI has already completed the trainings, but no longer holds an active certification, they must complete training necessary to recertify:
    • Contractors Quality Management course (CQM?C) provided by one of the following vendors:
      • Associated General Contractors
      • Associated Builders and Contractors
      • Online training meeting USACE/NAVFAC CQM?C

    • 30?Hour OSHA Certification (CI must carry Department of Labor card).
    • Alaska Certified Erosion and Sediment Control Lead (AK?CESCL) Certification.
    • Construction Industry 8?hour Confined Spaces Entry Certification.


  • Engineer / Architect:
    • ABET?accredited 4?year Architecture/Engineering/Construction Management degree (must show degree, year received, major, and institution).
    • At least 5 years total experience inspecting or managing multiple construction contracts involving multiple disciplines/trades.
    • At least 3 years of construction oversight experience within the last 7 years on projects with a construction dollar value of approximately $500k?$5M per project (must provide position title, responsibilities, project dates, value, and description).
    • QA/QC inspector experience and knowledge of managing multi?trade construction projects.

  • Experienced Tradesperson:
    • High School level education (must show name of school and graduation year).
    • At least 10 years of total experience in construction management, construction supervision, facility management, or quality control.
    • At least 5 years of construction oversight experience within the last 10 years on projects with a construction dollar value of approximately $500k?$5M per project (must provide position title, responsibilities, dates, value, and description).
    • Experience as a construction superintendent, providing both supervision and QA/QC duties.
    • Experience with facility and building systems (building envelope, HVAC, plumbing, electrical, mechanical, and structural, etc.) and managing all building trades, subcontracts, and construction safety.

  • Requirements for all Construction Inspectors:
    • Experience with design?build or design?bid?build contracts (must show position title, project location, and description).
    • Demonstrated hands?on experience in inspecting facilities and construction for compliance with contract requirements.
    • Physical ability to climb, maintain balance, use hands and arms fully; stand, kneel, bend, crawl, or crouch for long periods; and see well (either naturally or with correction).
    • Must meet all HSPD?12 requirements, including eligibility for a Tier I/SF?85 (NACI or equivalent) background investigation, issuance of a Common Access Card (CAC) through TASS, and maintenance of approval to access Coast Guard or DoD facilities, systems, and sensitive but unclassified information.



Preferred Qualifications
  • Associates or Bachelors degree in Construction Management, Engineering, or a related field.
  • Experience with federal, military, or government construction projects.
