Chugach Government Solutions (CGS) is seeking a Finance and Administration Director. The successful candidate will directly supervise finance staff, food services supervisor, maintenance supervisor, security & transportation manager, procurement specialist, property specialist, computer systems administrator, and secretary.
The Finance and Administration Director is responsible for the overall administration and management of center finance, food services, maintenance, security/transportation, property, and purchasing in compliance with Job Corps requirements and directives, corporate policy and guidelines, and federal, state, and local regulations.
Key responsibilities include:
- Planning, coordinating, and directing the finance and administrative services of the center to ensure quality services to students and contractual compliance.
- Overseeing contract and departmental budgets; monitoring and controlling expenditures; reviewing and recommending changes to budget authorizations.
- Establishing financial acquisition controls and evaluating potential program expenditures; directing the efforts of the procurement area in administration of subcontracted services.
- Overseeing all finance functions in compliance with government and corporate policies, safeguarding the integrity of financial assets and ensuring timely and accurate reporting as required.
- Ensuring compliance with established budgets, procurement limitations, and travel restrictions.
- Overseeing procurement function to ensure compliance with the FAR, PHR, corporate and center operating procedures.
- Coordinating wage and salary program with the human resources manager.
- Directing, evaluating, rewarding and disciplining staff in accordance with corporate policies, center directives and government requirements.
- Providing staff training, evaluating the staff performance; recommending and implementing departmental and personnel changes approved by the center director and in coordination with human resources.
- Developing and implementing new and revised policies and procedures affecting the finance & administration directorate and subordinate departments; coordinating with other departments for compliance with overall center objectives.
- Working with the human resource manager to develop and maintain the Centers employee appraisal system in regards to the allocation of funds.
- Regularly assessing and auditing directorate for contractual compliance and quality of services to students; preparing audit and assessment reports.
- Analyzing periodic statistical trends, organizational problems and operation requirements for review and appropriate action.
- Overseeing the facility maintenance function including building maintenance, grounds upkeep, inspections, preventive center maintenance, and construction and rehabilitation activities.
- Regularly inspecting facilities; maintaining quality standards.
- Developing and adhering to the energy conservation, facility utilization, and facility maintenance plans, and procurement policies and procedures.
- Overseeing the management of food services function, including cafeteria operation, special food services, menu planning, inspections, and quality of delivery of services to students.
- Ensuring the timely, accurate, and ethical administration of student records function and management of computer systems administration.
- Overseeing the management of property activities including management of the warehouse, proper record keeping and reporting of government equipment and consumable supplies. Providing management oversight of all property custodians within the finance and administration directorate and ensuring compliance with regulations and center policy.
- Preparing annual operating and capital budgets for the Center.
- Participating in student employability programs and activities.
- Supporting and promoting center zero tolerance policies.
- Promoting the development of career success standards through modeling appropriate skills, mentoring students, monitoring student skill acquisition and intervening when inappropriate behaviors are observed; providing regular feedback to staff regarding career success intervention techniques.
- Maintaining accountability of staff, students and property; adhering to safety practices.
- Cultivating and maintaining a climate on the center, which is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn.
- Other duties as directed by center director.
Requirements:
- Bachelors degree in business administration or related field.
- Three (3) years related experience and/or training; one (1) of which must be in a management capacity.
- Proficiency with Microsoft Word, Excel, and Outlook at an intermediate level.
- Successfully passing background check and drug test required on the contract.
- Current, valid drivers license and an acceptable driving record.
