The Department of Revenue, Tax Division, is recruiting for a Revenue Appeals Officer 1 located in Anchorage. The position is in the General Government Unit (GGU) at Range 23. The Tax Division's mission is to collect taxes, inform stakeholders, and regulate charitable gaming. The Appeals group within the Tax Division impartially reviews taxpayer appeals of assessments for all tax types administered by the Tax Division including charitable gaming. As a Revenue Appeals Officer 1, you will learn about a wide variety of issues in the many tax types administered by the Department of Revenue. The Appeals group offers flexible work schedules, including "alternative work week" schedules that allow employees to have a day off every other week. The Tax Division also offers a hybrid work schedule which allows employees to work from home certain days of the week. If you can see yourself in this role, please submit your application.

This position is the first level of appeal for a taxpayer. This position is assigned routine, less complex tax or penalty cases including excise taxes and some corporate income tax. The position also tests and maintains the Tax System for the appeals group; participates in training; and responds to taxpayer inquiries. The position works independently with a high degree of autonomy with limited supervision.

Key responsibilities include:

  • Evaluating and analyzing appeal issues for all tax types
  • Conducting information conferences with taxpayers
  • Discussing statutes and regulations with taxpayers and coworkers, analyzing appeal issues with the Appeals Supervisor and communicating with the Department of Law
  • Conducting tax and legal research
  • Issuing written informal conference decisions
  • Understanding the tax calculation for all tax types
  • Calculating the tax based on the informal conference decision adjustments
  • Posting the informal conference decision adjustments to the tax division computer system
  • Representing the Department of Revenue in a team effort with the Department of Law for all tax types at all levels of the appeal

  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

The position is on the 5th floor of the Atwood building in Anchorage, Alaska. All desks can be raised to work standing up.

Minimum qualifications include a bachelor's degree from an accredited college in accounting, finance, or business that includes at least 18 semester hours (27 quarter hours) in accounting, auditing, or tax. Three semester hours (four quarter hours) in business law or statistical sampling may apply toward the required credit hours. AND two years of journey level professional experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Revenue Auditor 3, Corporate Income Tax Auditor 3, or Tax Auditor 4 with the State of Alaska or the equivalent with another employer. Substitution: a juris doctor degree from an accredited law school. OR a master's degree from an accredited college or university in taxation.

The writing sample is a very important part of the application process and is required. Your writing sample should showcase your writing abilities and include a discussion and conclusion. Your writing sample must include citations to at least two primary sources (statutes, regulations, Internal Revenue Code, case law, etc.). This must be your own work. Finally, the writing sample must be on the research issue below.

Research Issue: Identify the Alaska statute and regulations that govern the failure to timely file and pay penalties. Explain when the penalties are assessed and if they can be abated or waived.

This position requires the use of the Alaska Public Safety Information Network (APSIN). The successful candidates must pass a comprehensive background investigation in order to be offered the position, which includes a criminal history check. In addition, the candidate must also pass a Federal Tax Information security clearance background check.
