Summary or Purpose
Direct the overall activities of the North Slope Borough Accounting Division.
Essential Duties and Responsibilities

Directs the daily activities of the Accounting Division staff through appropriate delegation, technical skills training, and work supervision; meets regularly with staff to discuss and resolve workload and technical issues; recommends changes as necessary.
Recruits, evaluates and supervises staff; coordinates staff development programs; monitors operations to identify and resolve problems.
Researches, audits and analyzes technical transactions and financial models to resolve questions and validate data; assures fiscal accountability and fund integrity for all transactions, allocations, distributions, and required documentation.
Assure that certified expenditures are expended in accordance with Assembly authorization, and in compliance with Federal, State, and local regulations, policies and practices.
Assures the quality of the financial processes and work products; monitors all document preparation for accuracy, completeness, and compliance with Federal and local government requirements; assures that the internal accounting controls adequately safeguards assets and properly records all financial transactions in the general ledger.
Collects financial and administrative information and compiles data for reports as required by policies and regulations; prepares and submits various financial reports as required.
Prepares and reviews Comprehensive Annual Financial Report, and coordinates work with auditors.
Approves all adjusting journal entries and payment requests over $1000.
Directs the development of cash flow and financial projections and makes recommendations on appropriate course of action.
Prepares and monitors the Accounting Division budget.
Responds to requests for information; reviews, investigates, and corrects errors and inconsistencies in financial entries, transactions, documents, and reports; provides technical information to departments, staff and management as authorized.
Maintains cooperative working relations with the villages, departments, and outside agencies; serves as liaison between various organizations and agencies; serves on committees, task forces and other groups to coordinate and standardize financial procedures.
Prepare monthly financial report for the Assembly.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of Borough policies and procedures.
Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to Public Sector financial administration.
Knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies.
Knowledge of the principles of record keeping and records management.
Knowledge of specialized computer hardware and software applications.
Skill in reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal rules and regulations, and Borough policies and procedures.
Skill in assessing and prioritizing multiple tasks, projects and demands, and delegating tasks and authority.
Skill in responding to inquiries from management, citizens and regulatory agencies.
Skill in data collection and analysis, and mathematical and statistical computations.
Skill in supervision, coordinating staff, and delegating tasks and authority.
Skill in correcting and updating financial and accounting information systems.
Education, Experience, Certifications and Licenses Required
Bachelor's Degree and the ability to obtain a Certified Public Accountant Certificate within twelve months of employment;
Five years of accounting, auditing, and financial management work experience, including two years supervisory experience in accounting.
