Proposal Manager

The Proposal Manager assembles and directs the proposal team, providing both strategic leadership and management to develop and implement winning competitive proposal strategies. The Proposal Manager is responsible and accountable for the day-to-day management of the entire proposal effort, prioritization, meeting timelines, customer specifications, and business team requirements, leadership to develop a compliant and compelling proposal. Responsibilities include:

  • Read and interpret solicitation documents (RFP/RFQ/RFI) producing an analysis of the client requirements.
  • Develop an outline and compliance matrix, or otherwise summarize solicitation requirements.
  • Manage the proposal process from start to end and incorporate all sales and service offerings plus all relevant company profiles, corporate leadership, and investor relations information.
  • Team-oriented with a proven ability to manage multiple proposals at once with an outstanding ability to work with people at all levels.
  • Set schedule and facilitate proposal strategy/review meetings to identify qualifications, personnel, and/or technical solutions, etc.
  • Provide guidance to proposal team members and subject matter experts to facilitate their ability to convey the proposal's selling messages and key message development; oversee proposal production and related logistics.
  • Write first draft through final version of various proposal sections, as required.
  • Communicate status and identify/resolve barriers to progress to implement corrective actions.
  • As an interested and vital group member, find new ways to implement best practices, improve quality, and streamline efficiency.
  • Manage response timelines and track deliverables internally and externally via company-adopted online tools.
  • Meets proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting propo
  • Coordinates and leads proposal team meetings, such as kick-off meetings, periodic proposal team standup meetings, color reviews, and other meetings as needed.
  • Develops all necessary proposal documentation (e.g., compliance matrixes, proposal outlines, writing assignments, responsibility matrices, proposal related customer questions, annotated outlines, color review management, finalized proposal documents, oral presentations, lessons learned, etc.) to win the assigned bid.
  • Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
  • Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
  • Delivers compliant, professionally produced proposals within customer-defined timeframes.
  • Prepares presentation by evaluating text graphics and binding, coordinating printing and shipping.
  • Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases.
  • Obtains approvals by reviewing proposal with key providers and stakeholders.
  • Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate, implementing changes.
  • Works closely with the Sales, Account Management, Operations, and Professional Services to demonstrate Arctic IT expertise.
  • Updates job knowledge by participating in educational opportunities; maintaining personal networks.
  • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
  • Effectively communicates within the team, the company, and customers.
  • Responsible for the overall production, packaging, and delivery of proposals.
  • Serves as the quality assurance function for final products, ensuring quality and compliance.
  • When necessary, serves as a liaison between subcontractors and/or prime contractors.
  • Leads internal lessons learned meetings to find ways of improving the proposal process.
  • Other duties as assigned.

Qualifications include:

  • Bachelor's degree in Business or equivalent education and experience.
  • Minimum 5 years of technical proposal writing with government proposal expertise preferred.
  • Proven high quality business writing skills to develop relevant sales collateral.
  • Experience in writing, editing, design, layout, and proposal production.
  • Experience with Microsoft Office, Microsoft Teams and RFPIO, or similar RFP software tool.
  • Applicants subject to government security investigations and must meet eligibility requirements related to the clearance process.
  • Must have valid state driver's license, reliable personal transportation, and auto insurance.

Working Environment: The majority of work for this role is performed in a home office and interacts with a wide variety of people with differing functions, personalities, and abilities. Telecommuters are expected to have sufficient home office space that appears neat, organized, and professional when on video meetings. Travel is required and varies around 10%.
