Summary
This position is responsible for the field personnel involved in the daily operation of transmission and distribution lines including scheduled member reconnect and disconnect services, line switching, trouble call, emergency response and scheduled repair work.
Essential Functions
Supervise and schedule transmission and distribution loop wagon work to provide continuity of distribution and transmission services.
Promote the safety of employees and the public by adhering to and requiring safe maintenance and construction practices.
Respond to interruptions in service and supervise the restoration of service to customers.
Initiate and assist as needed in investigations of damage and damage claims to Chugach's facilities. Damage investigations can include storms, floods, slides, excavations, vehicle or equipment accidents, vandalism, equipment failure and negligence.
Advise on the need for major maintenance, facility improvements, and additions of electrical facilities to improve safety and reliability of system.
Assist with the preparation of weekly and monthly reports to keep stakeholders informed of work schedules, progress, concerns, and requests.
Manage logistic planning for operational crews.
Direct the preparation of work scheduling plans.
Participate in weekly Line Operations Safety Meetings.
Responsible for comparing actual expenses to budget, forecasts year-end expenditures, and adjust when required.
Ensure that crews perform all maintenance and construction activities in accordance with Federal, State, and local permit requirements and safety requirements.
Review and approve timecards for accuracy and content.
Develop manpower utilization plans to manage system events.
Manage employees in accordance with applicable collective bargaining agreements and established policies and procedures.
Complete and administer employee performance reviews and disciplinary actions.
Coordinate outage restoration and switching requirements with Power Control.

Competencies
Knowledge of electric utility construction, operation and maintenance practices related to distribution and transmission lines, including logistics planning.
Working knowledge of National Electrical Safety Code, and State and Federal OSHA requirements.
Familiarity with bargaining unit contract administration.
Knowledge of budget preparation and administration.
Familiarity with electrical utility materials, equipment, and terminology. Knowledge of safe construction and maintenance practices.
Ability to supervise others and develop effective working relationships at all levels and manage multiple crews and trail personnel.
Ability to achieve employee support of Chugach's goals and objectives.
Current ability to use a computer to include word processing, spreadsheet, project management and e-mail software.
Proficient in both written and oral communication
Ability to review project drawings and specifications and prepare man-hour and cost estimates.
Supervisory Responsibility
This position directly supervises the following positions: M&O Foreman, Loop Wagon Leadmen, Foremen and Journeymen as needed.
Work Environment
This position requires an extensive field presence. Some travel via aircraft in varying weather conditions. Some work takes place in the office. This position is subject to 24-hour call out on a rotational duty supervisor call out system.

Education
Bachelor's degree in business, construction, or related discipline, required. Current CPR certification is required. Prior supervisory and management training, preferred. Ability to be certified as a competent person in excavation, trenching, and soils mechanics, required. Ability to obtain certification in hazardous waste operations and emergency response, required.
Experience
Five (5) years progressively responsible experience in electric utility or electrical contractor operations in the field of transmission and distribution overhead, underground and substation related construction, maintenance and operations is required, including supervisory or foreman level experience.Experience working in a union environment preferred.
Substitution
Additional professional experience in similarly complex line operation role or related field, including anelectrical apprenticeship or similar programmay be substituted for the required education on a year for year basis.
