Location: Alaska – Statewide (Primary Location: Chugiak, AK | Alternate Location: Fairbanks)
Alaska Laborers' Training Fund seeks a dynamic, visionary, and results-oriented Executive Director to lead our Training School. The ideal candidate will have proven expertise in management, adult
training, and workforce development while upholding the highest standards of legal, financial, and operational excellence. This is a leadership role that demands strategic thinking, operational acumen, and an unwavering commitment to advancing the training and apprenticeship opportunities for Alaska Laborers.
Key Responsibilities
Overall Leadership & Management
· Operational Excellence: Oversee daily operations and management of the Training School,
ensuring compliance with State and Federal Apprenticeship Standards, Board of Trustees (BOT) directives, ERISA, and 501(c)(3) financial rules.
· Strategic Reporting: Record, analyze, and report all Training Fund activities to the BOT, collaborating closely with BOT members and Training Fund Specialists to align operational practices with strategic goals.
· State and Federal Reporting: Collect, categorize, and transmit all required information to State
and Federal Department of Labor officials. Additionally, compile and transmit that same information to the BOT, when requested.
· Policy Implementation: Execute BOT-approved policies, practices, and procedures while implementing efficient operational processes that ensure legal, ethical, and fiscally prudent
management.
· Staff Leadership: Lead, coach, and develop a high-performance team; manage staffing needs,
set performance expectations and administer disciplinary actions as necessary.
· Safety & Security: Oversee the implementation of comprehensive safety programs for all
physical facilities and equipment, staff, and trainees; ensuring a secure environment for staff and trainees.
Training & Program Oversight
· Curriculum & Instruction: Supervise all trainee instruction, collaborating with instructors to
plan, evaluate, and enhance training programs and methodologies. Ensure that training spaces are well-equipped and conducive to learning.
· Apprenticeship Management: Cooperatively oversee the federally registered apprenticeship program with each Union Local's JATC, their application processes, orientation, monitoring of
progress, and follow-up with JATC semi-yearly for goal prioritization and effectiveness.
· Data-Driven Improvement: Collect, analyze, and utilize training data to inform decisions about
curriculum adjustments, instructional methods, and overall program improvements.

Financial Oversight & Communications
· Budget & Expenditures: Develop and submit the annual operating budget to the BOT, ensuring
continuous monitoring of financial expenditures and recommending improvements to maintain financial stability.
· Vendor & Contract Management: Oversee and manage vendor and service contracts, evaluate
vendor performance, and coordinate with third-party administrators on financial reporting and payroll operations.
· Funding Initiatives: Identify and secure supplemental funds through grant opportunities and
strategic partnerships, ensuring sustainable growth.
· Reporting: Provide clear and accurate operating and capital budget reports as part of regular
BOT meeting agendas.
Facilities & IT Operations
· Site Management: Manage day-to-day operations and long-term planning of training site
facilities, including maintenance contracts and IT vendor oversight to ensure technological and physical infrastructure meets strategic needs.
· Development Planning: Plan and execute short- and long-term development strategies for
facility enhancements and property use.
External Partnerships & Community Engagement
· Stakeholder Relations: Build and maintain robust partnerships with LiUNA Local Unions,
workforce organizations, community groups, employers, educational institutions, and governmental agencies.
· Industry Representation: Represent the Training Fund at regional and national meetings,
conferences, and other public forums, keeping abreast of industry trends and workforce development issues.
Qualifications
Education & Experience:
• A minimum of 5 years in management or leadership roles; a bachelor's degree or equivalent experience in education, business, workforce development, or a related field is required.
• Direct experience in adult education or training, with specific knowledge of LiUNA job skills and credentials strongly preferred.
Core Competencies:
• Exceptional communication and interpersonal skills, with proven experience in supervisory
roles and team building.
• Strong analytical skills with the ability to use data for program assessment and decision- making. • Proficient in managing large-scale operational budgets and overseeing financial reporting and compliance.
• In-depth understanding of federal and state employment laws, ERISA, 501(c)(3) rules, and safety regulations.
• Demonstrated success in leading change, optimizing operational processes, and enhancing program quality within a training or educational environment.
· Impactful Leadership: Be the driving force in shaping the future of workforce development and

Salary will be based on previous experience among other factors considered by the hiring committee.
