Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.Align funding strategies with organizational goals and objectives with attention to organizational risk.
Develop and implement comprehensive divisional plans, schedules, and budgets, overseeing all phases of project development from acquisition of funding to final construction and operations, with the goal of timely and within-budget completion.
Assure that project progress is monitored, potential issues are identified, and corrective actions are implemented to maintain project timelines and quality.
Identify program and project risks and implement necessary management strategies.
Foster a collaborative and positive team environment, resolve conflicts, and build strong relationships with stakeholders.
Assure in-house teams develop detailed project plans and ensure all team members understand their roles, conducting team meetings to track progress and address any issues as necessary.
Promote effective communication and teamwork among internal teams as well as external program and project stakeholders.
Continuously evaluate and improve program and project management processes and methodologies to enhance efficiency and effectiveness.
Review program and project performance data, implement best practices, and provide training and development opportunities for team members.
Prepare and present high-level program and project reports to stakeholders, including executive leaders, the ANTHC Board, community and regional organizational representatives, elected officials, and the general public.
Participate in divisional financial reviews and take actions as necessary to address financial trends.
Contribute to, review, and assist in presenting the Divisional Monthly Operating Reviews (MOR) in all related content.
Provide leadership, direction, and guidance to assigned staff.
Develop goals and priorities, assign tasks and projects, create training plans, counsel, train, and coach management staff, implement corrective actions, conduct performance evaluations, and effectively address personnel issues to promote a productive and healthy work environment.
Perform other duties as assigned.
Other InformationKnowledge of applicable Federal, State, and Tribal law, regulations, rules, policies, processes, codes, and operational guidelines.
Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and political environment the Division operates in.
Knowledge of project management and technical principles related to sanitation facilities engineering, design, construction, and operations in Alaska.
Knowledge of principles and practices of accessing federal funding streams for infrastructure projects.
Knowledge of acquisition procedures, contracting methods, and execution related to planning, design, and construction scopes of work.
Skill in effectively managing and leading teams and delegating tasks and authority.
Skill in verbal and written communication to large and small groups and all levels of stakeholders.
Skill in developing and implementing Divisional strategic plans, goals, and procedures necessary to achieve organizational goals and objectives.
Skill in assessing and prioritizing multiple tasks, projects, and demands.
Skill in establishing and maintaining cooperative working relationships with federal and state agencies, co-workers, contractors, and individuals with a wide array of cultural, political, educational, socio-economic, geographic, and linguistic backgrounds, communities, and state and federal agencies.
Skill in operating a personal computer, utilizing a variety of software applications.
MINIMUM EDUCATION QUALIFICATION
A Bachelor's degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, or a related field from an Accreditation Board for Engineering and Technology (ABET) accredited university or college program, or a Bachelor's degree in Project Management or a related field. Progressively responsible work experience on highly complex projects may be substituted for college education on a year-for-year basis.
Minimum Experience QualificationMINIMUM CERTIFICATION QUALIFICATION
Candidate must possess a Professional Engineer license (PE) to practice in the State of Alaska or have a Professional Engineering (PE) license in at least one other state and obtain a PE license in the State of Alaska within 12 months of accepting the position or be certified as a Project Management Professional.
