Open to the public, Plumbers and Pipefitters (Local 367) members, and any current Municipal Employees.

This position is represented by the Plumbers and Pipefitters, Local 367, and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Plumbers and Pipefitters Local 367.

DEPARTMENT: Anchorage Water & Wastewater Utility (AWWU)

HOURS OF WORK: 4/10s, 5/8s, or Alternate Treatment Schedule

LOCATION: Ship Creek Water Treatment Facility (SCWTF) - 8800 Bald Eagle Drive

Applicants shall be referred and considered for this position in the order as follows per the Collective Bargaining Agreement:

  • Internal applicants currently working under the Plumbers & Steamfitters (Local 367) Collective Bargaining Agreement
  • Local union dispatched applicants
  • External applicants and other current Municipal employees not covered under this agreement
  • This advertisement is for a Treatment Plant Operator (TPO) Level I, II, III or IV. The certification(s) the successful candidate holds at the time of the job offer may be the level in which the candidate is hired.**

TPO Level I = $38.70 to $40.67 per hour

TPO Level II = $40.67 to $42.65 per hour

TPO Level III = $42.65 to $44.77 per hour

TPO Level IV = $44.77 to $47.02 per hour

Example of Duties

Perform work in the operation, preventive maintenance, and minor maintenance of water treatment plant, including well production and water distribution systems. Work is assigned, performed, supervised, and reviewed based on applicable State of Alaska Operator Certification level and the role of the individual. The required skill and supervision is dependent on the applicable State of Alaska Operator Certification level of the person. Employees are assigned general duties in the broad area of treatment plant systems operations, well production and water distribution systems. Incumbents work independently with less direct supervision as proficiency level increases. Employees work varying shifts, including evening, nights, weekends, and holidays to meet the water treatment needs of the domestic, commercial, and industrial sectors of the Municipality of Anchorage. Perform other duties as assigned.

Treatment Plant Operators III and IV are lead positions and assist in the training of other operators and may be assigned as plant-in-charge crew leader with duties that include assigning, controlling, and checking work for accuracy and conformity with procedures and regulations. Perform other required duties as assigned.

Participates in major emergencies or disasters as outlined in AWWU's disaster plan matrix, which defines each employee's potential duties and responsibilities. This may include 12-hour work shifts, which may continue for 72 hours or more starting at any time an event might occur, 7 days a week, 24 hours per day.

Minimum Qualifications / Substitutions / Preferences

Treatment Plant Operator I

  • High school diploma, GED, or equivalent.
  • State of Alaska Department of Environmental Conservation Provisional Water Treatment/Distribution certification at time of application.
  • Water Treatment Operator I OR Water Distribution Operator I certification within one (1) year of hire.
  • A valid State of Alaska Driver's License and satisfactory driving record at the time of hire.

OR

  • High school diploma, GED, or equivalent.
  • State of Alaska Department of Environmental Conservation Water Treatment/Distribution Operator I certification at the time of application.
  • A valid State of Alaska Driver's License and satisfactory driving record at the time of hire.

Treatment Plant Operator II

  • High school diploma, GED, or equivalent.
  • State of Alaska Department of Environmental Conservation Water Treatment/Distribution Operator II certification at the time of application.
  • A valid State of Alaska Driver's License and satisfactory driving record at the time of hire.

Treatment Plant Operator III

  • High school diploma, GED, or equivalent.
  • State of Alaska Department of Environmental Conservation Water Treatment/Distribution Operator III certification at the time of application.
  • A valid State of Alaska Driver's License and satisfactory driving record at the time of hire.
  • American Red Cross First Aid certification or equivalent, American Red Cross Cardiopulmonary Resuscitation (CPR) certification or equivalent, and American Red Cross or American Heart Organization Automated External Defibrillator (AED) certification or equivalent within six (6) months of hire.

Treatment Plant Operator IV

  • High school diploma, GED, or equivalent.
  • State of Alaska Department of Environmental Conservation Water Treatment/Distribution Operator IV certification at the time of application.
  • A valid State of Alaska Driver's License and satisfactory driving record at the time of hire.
  • American Red Cross First Aid certification or equivalent, American Red Cross Cardiopulmonary Resuscitation (CPR) certification or equivalent, and American Red Cross or American Heart Organization Automated External Defibrillator (AED) certification or equivalent within six (6) months of hire.

If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check. A Background Check encompasses criminal history, verifying education, and verifying dates of employment.

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Driver's License, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history. All required certifications and/or licenses must remain current for the duration of employment.

Military Service Interview Preference

Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual's command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
