General Functions
The Case Manager is responsible for overseeing supervised family interactions within a safe, structured, and supportive environment for children and youth referred to CITC's Family Contact Program by the Office of Children's Services (OCS). This role includes scheduling and coordinating visitation between children in out-of-home placements and their biological parents, foster parents, extended family members, and other approved individuals. During these visits, the Case Manager provides direct supervision and offers parental coaching to support healthy family engagement and reunification efforts.
Duties And Responsibilities, Including But Not Limited To
- Gather necessary information by interviewing participants, reviewing the Family Contact Plan, and completing relevant assessments and tools.
- Coordinate family contact services by communicating with the visiting parent, foster parent, OCS, Tribal ICWA workers and other legal parties.
- Provide transportation to participants as needed to access services. Transport infants and children to and from their visit, safely securing both car seat and child.
- Support the development of the Family Contact Plan in partnership with the Protective Services Specialist at OCS by establishing behaviorally specific, short-term, and measurable goals to improve child well-being and adjustment.
- Provide structure for Family Contact by facilitating interactions at the designated supervision level to ensure safety and appropriateness.
- Promote participants' skill development by identifying behavior patterns, introducing alternative options, and demonstrating and practicing new skills as needed.
- Create and maintain case records by documenting participant's situation and participant's own actions in an objective manner in observation reports and other required documentation.
- Ensure organizational compliance by preparing and submitting monthly, quarterly, and annual statistical reports, including time study documentation.
- Support operational efficiency by adhering to policies and procedures, participating in quality reviews, and reporting necessary changes.
- Comply with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed action.
- Provide accurate and timely verbal and written feedback, as authorized to be released, to participants and OCS staff, ICWA Workers and other pertinent legal parties.
- Maintain confidentiality according to regulations, policies, and procedures.
- Perform other duties as needed and assigned.

- Experience in child development and effective parent education strategies.
- Ability to work a flexible schedule including evenings.
- Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.
Minimum Qualifications
- Bachelor of Arts or Sciences in Social Work, Psychology, Counseling, or related field. Relevant experience may substitute for the degree requirement yearly.
- Continued employment is contingent upon receipt of satisfactory reports from a state and federal background check.
- Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

- May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
- The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
- Must be able to lift up to 50 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
