This position is 45 weeks per year, from August 1st thru mid-June. The salary amount is based on a work schedule of 45 weeks per year. Summer work may be available as funding permits.
JOB SUMMARY:
Oversees the direction and leadership of program operations to ensure compliance with Federal and State regulations. Manages program operations and personnel. Leads a team of Regional Managers in the provision of high-quality Head Start/EHS program operations, ensuring collaboration between program operations and services. Oversees assigned program planning, implementation and evaluation.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
- Directly supervises Head Start Regional Managers and the programs they oversee; promotes positive employee morale through healthy role-modeling, mentoring, coaching; team-building, and professional development.
- Provides direction and leadership for planning, implementation, and evaluation of assigned program services and operations; works with Regional Managers to ensure high quality program operations.
- Has overall responsibility for coordination and management of program operations and implementation of all applicable federal and state regulations, Head Start Performance Standards, and the Head Start Policies and Procedures Work Plan.
- Coordinates with the Head Start Director to develop and implement the annual planning cycle, program evaluation, and community assessment.
- Assists the Head Start Director in providing program updates to the Head Start Policy Council.
- Establishes and maintains relationships with other agencies and organizations in the community to meet community needs and to ensure that services are not duplicated with support from the Regional Manager team.
- Works with Regional Managers to ensure timely submission of required data and narratives for quarterly and annual reports and Policies and Procedures Work Plan revisions.
- Assists with the planning and administration of budgets for programs, equipment, and support services.
- Prepares program reports such as Quarterly Reports, program updates, End of Year Reports, and reports outlining the status of component services.
- Participates actively in management meetings and activities, weekly staff meetings, advisory committee meetings, and regular supervisory meetings.
SUPERVISORY RESPONSIBILITIES:
- Supervises the work of assigned staff to ensure adherence to quality standards, deadlines, and proper procedures, correcting errors or problems as they arise.
- Interprets and communicates work procedures, company policies, and basic employment and labor laws to provide assigned staff with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes.
- Trains and instructs employees in job duties and company policies.
- Evaluates employees' job performance and conformance to regulations and recommends appropriate personnel action.
- Provides a minimum of twice-monthly reflective supervisions to assigned staff.
- Implements agency and departmental policies, procedures, and service standards in conjunction with the management team.
- Discusses job performance problems with employees to identify causes and issues and to work on resolving problems.
- Recruits, interviews, and select employees in accordance with established agency policies and procedures.
- Acts as consultant to agency staff and other community programs regarding the interpretation of program-related, federal, state, and county regulations and policies.
- Speaks to community groups to explain and interpret agency purposes, programs, and policies.
- Performs other duties as assigned.
POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.
TRAVEL:
Travel is primarily local during the business day. Occasional travel to and in rural Alaskan communities by small plane and alternate ground transportation.
EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:
- Must be at least 18 years of age.
- Must pass state and federal background checks, including fingerprints.
- BA in business administration, early childhood development, or human services, or related field of study plus a minimum of 5 years' experience, or 8 years' experience in program management including budgeting and reporting.
- At least 2 years of experience in supervising others in leadership positions.
- Demonstrated ability to supervise 2 or more employees including long distance training and technical support, team building, and evaluating work performance.
- Responsible work ethic with reliable attendance.
- Must pursue an ongoing professional development plan including formal training certification or college degree as recommended by the program.
- Must attend 15 hours of professional development training annually.
- Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.
- Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
- Knowledge of principles and procedures for personnel recruitment, selection, guidance, and coaching.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.
- Knowledge of program administration including administering budgets, conducting customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; and of group behavior and dynamics.
- Knowledge of principles and processes for providing customer and personnel services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Must provide a TB screening and basic physical exam within thirty (30) days of hire with follow-up every three (3) years at employee's expense.
- Must complete and maintain CPR and First Aid Training certification at employer's expense.
- Must be able to provide own transportation to meet work schedule requirements.
- Must have a valid driver's License and maintain a valid driver's license throughout the course of employment. Must provide a copy of current driving record from the Department of Motor Vehicles annually.
- Must have an insured vehicle, present proof of insurance, and maintain proof of insurance throughout the course of employment.
PREFERRED EDUCATION AND EXPERIENCE:
- MA in early childhood education or human services or related field
- Three (3) years' experience as an administrator of programs serving young children.
- Extensive knowledge of social, cultural and economic conditions in rural Alaska.
- Deep rooted knowledge of the Head Start Act and experience working within a Head Start program.
- Experience with SharePoint and ChildPlus.
