This role oversees the recruitment process, coordinates scheduling and substitute dispatch across multiple school sites, and manages key personnel processes such as onboarding, offboarding, payroll oversight, and employee recognition. In addition, the manager collaborates with department leadership and the district's Talent Management team to ensure staffing needs are met and tracked efficiently. By integrating best practices in workforce planning and administrative operations, this position ensures that the Student Nutrition Department remains well-staffed, compliant, and positioned for long-term growth and success.The position has a retirement association with the Public Employees' Retirement System (PERS).Job RequirementsThe following are required:A bachelor's degree in business, management, or other related area. Equivalent experience, education, and training may be considered in lieu of the degree requirement.Experience managing staffing logistics, personnel records, or HR processes in a fast-paced, multi-site environment.Strong organizational and time-management skills to handle scheduling, dispatch coordination, and hiring workflows.Effective verbal and written communication skills, including the ability to interface with a diverse range of stakeholders.Proficiency with office software systems, personnel databases, and/or scheduling tools.Ability to work independently and collaborate with district leadership, external agencies, and internal department staff.knowledge of budgeting, payroll oversight, or financial reporting as it relates to staffing operations.The following are preferred:Five years of experience in business management, human resources, marketing, process engineering, operational research, or related areas.Prior supervisory experience, demonstrating the ability to guide and develop staff.Familiarity with school district operations, especially in nutrition services or similar public sector environments.Experience in coordinating and conducting staff training and development programs.Knowledge of collective bargaining agreements, district Talent Management systems (e.g., EmpCenter, Frontline), and FTE allocation.Prior food service or student nutrition experience.Essential Job FunctionsStaffing & RecruitmentOversees the full hiring cycle, including posting job openings, screening candidates, and scheduling interviews for Student Nutrition positions.Collaborates with the district Talent Management Department to ensure job postings meet district guidelines and candidate information is accurate.Manages job bids and attends job fairs or community hiring events to recruit qualified candidates.Conducts or coordinates exit interviews and document feedback to improve retention and staffing processes.Dispatch & SchedulingCoordinates dispatch schedules for substitute coverage and café staffing across all school sites.Anticipates staffing needs and collaborates with department leadership to address shortages or scheduling conflicts promptly.Maintains accurate records of staff assignments, schedule changes, and availability in the relevant personnel database or software system.Processes and submits personnel action forms (502) for new hires, transfers, and staff changes, ensuring compliance with district policies.Maintains up-to-date employee records, including longevity tracking, performance reviews, and personnel documentation.Provides oversight for payroll-related activities, assisting in the resolution of discrepancies or inquiries from staff.Supports FTE management, collaborating with department leadership to align staffing levels with operational demands.Employee Engagement & DevelopmentPlans and implements employee recognition programs, celebrating milestones and achievements.Works closely with front-line administrative and nutrition staff to promote continuous growth.Develops and administers periodic staff surveys or feedback programs to gauge morale and satisfaction; recommends improvements as needed.Assists with creating and delivering staff training related to administrative operations, personnel policies, or district procedures.Administrative and Operational SupportServes as a liaison among Student Nutrition leadership, school administrators, and district offices such as Talent Management or Payroll on staffing-related matters.Monitors and improves processes related to onboarding, offboarding, and internal transfers, ensuring compliance with district guidelines.Works with team members to address operational or logistical challenges, prioritizing staffing continuity and service quality.Continuous Process ImprovementIdentifies bottlenecks in staffing, dispatch, and hiring processes;
