Position Title : Vice President of Treatment and Recovery Services
Reports To : President / CEO
Direct Report(s) : Director of Residential, Director of Integrated Services, Director of TAY Services, Clinical Supervisor of Rapid Response, other assigned staff, interns.
Overview
Vice President of Treatment and Recovery Services is responsible in the overall operation of youth and family programs including resource allocation, program development and associated budgets, program quality and utilization. The VP of Youth and TAY Services will take lead on building, implementing, and overseeing all of the organizations programmatic systems, processes, workflows and procedures to optimize impact and efficiency.
Vice President of Treatment and Recovery Services provides the leadership, management, and vision necessary to ensure VOA programs has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the organization and to ensure financial strength and operating efficiency. The position accomplishes this through a thoughtful, respectful, and constructive style, guided by the objectives of the agency.
VOA Alaska is a youth-serving organization providing prevention, early intervention, treatment, and recovery supports to youth and families struggling with mental illness and addiction. Essential Functions, Duties & Responsibilities
Leadership, Supervision and Program Management
- Provide leadership, mentorship, and guidance to direct reports.
- Model the organization's values and provide effective motivation, encouragement, and accountability for all members of the workforce.
- Direct, supervise and evaluate work activities of direct reports. Identify, articulate and monitor progress against standards of behavior and performance. Address any personnel issues to promote a productive and supportive work environment.
- Ensure that direct reports are properly trained and have the tools necessary to perform the work.
- Encourage ongoing learning; create and promote educational opportunities whenever possible.
- Propose recruitment, hiring, and firing decisions.
- Coordinate staff schedules, leave, etc.; this would include forecasting and making necessary adjustments.
- Participate in evaluation, identification, monitoring, and management of operational budgets and, if needed, capital budgets.
- Is an active member of the VOA leadership team, as well as related internal working committees / workgroups such as quality assurance, clinical leadership / quality of care, risk, client satisfaction, etc.
- Provides in-service training as needed. Provides a thorough orientation and continued training for new staff.
- Maintains, monitors and implements agency policy and procedures.
Program and Quality Assurance
- Responsible for overall clinical operation of youth treatment programs including resource allocation, program development, program quality and utilization.
- Responsible for implementing and maintaining standards and regulations from Division of Public Health, Division of Behavioral Health, Medicaid and CARF.
- Leads the performance management process that measures and evaluates progress against goals for the organization.
- Works with community partners and planning efforts to ensure services meet the needs of the community and the state.
- Uses internal and external data collected through AKAIMS and other methods to inform decision making processes.
- Tracks performance-based funding and results-based accountability measures and uses the data to make program improvements.
- Participates in regular quality and process improvement meetings with other agency staff and executive leadership.
- Facilitates program reviews and audits in collaboration with the Director of Compliance and other program supervisors.
Administration
- Directs internal operations to achieve budgeted results and other financial criteria.
- Serve as the key business driver for the growth and overall success of VOA programs by improving operational efficiency and controlling costs
- Assists staff with the implementation of departmental goals, policies, procedures, and reporting tools through effective use of performance metrics and financial results.
- Promotes a team approach in delivering high quality, cost-effective care where client satisfaction and improved health outcomes are the primary goals.
- Provides a consistent leadership presence and an open-door policy for all staff.
- Proposes, plans, and directs program expansion and enhancement based on projected enrollment rate, visits and utilization, and projected impact.
- In conjunction with the Clinical Development Director, works to enhance provider efficiency and when necessary, assists in resolving clinical program related issues.
- Participates in the development and preparation of short-term and long-term plans and budgets based upon broad organization goals and objectives.
- Directs the development and installation of procedures and controls to promote communication and adequate information flow, and thereby solidify management control and direction of the division.
- Ensures all activities and operations are performed at the highest standard of clinical integrity and are performed in compliance with local, state and federal regulations and laws governing VOA Alaska.
Other Duties
Assures the adherence to 42 C.F.R. part 2 and HIPAA privacy and security regulations. Performs other duties as assigned or indicated. Acts as Privacy Officer.
Knowledge, Skills and Abilities
- Bachelor's Degree in human services, mental health, public health or related field. Master's Degree preferred.
- Five years' experience in managing diverse teams, budgets, and projects
- Media knowledge and experience
- Proven ability to work with diverse community groups
- Understands and can work effectively with government agencies
- Experience with organization-wide budgeting and financial planning
- Ability to make sound decisions based on information available
- Excellent organization skills, self-motivated, ability to work without direct supervision
- Ability to directly supervise, train, and direct several managers, and other team members
- Ability to work flexible hours, including days, evenings, and some weekend hours
- Ability to travel if required (must have own transportation)

- Software Proficiency : Incumbent must possess a strong knowledge of and capacity for learning a variety of office suite applications.
- Technical Knowledge : Incumbent must possess knowledge of accepted grantmaking principles and legislation impacting non-profit funding and reporting.
