At least six years experience leading teams and managing minor/major design and construction projects.
A degree in a 4-year course of study in an accredited college or university leading to a degree in professional architecture/engineering or construction management is preferred, or a combination of education and construction related experience may be substituted for the degree requirement.
Knowledge of architectural, structural, electrical, and mechanical system designs and construction methods.
Ability to prepare requests for proposal for solicitation of professional engineering or architectural services and to negotiate fees.
Knowledge of current building codes, the American with Disabilities Act, asbestos/lead regulations and other laws related to construction.
Ability to read and interpret construction documents including plans, specifications, product data.
Ability to generate technical documentation and general correspondence for the Anchorage School District.
Working knowledge of design and construction contracts, bidding, negotiations, claim analysis, project financial reporting, and recordkeeping.
Ability to plan, organize, coordinate, and facilitate multiple activities.
Ability to work professionally and effectively with the public, staff, and others.
Ability to plan, design, and estimate small-scale construction projects.
Excellent public speaking and communication skills. May present project status to public forums. Represents the district on visible projects.
Experience leading teams, managing resources, and directing activities.
A valid Alaska drivers license.
Project Management Professional (PMP) certification is preferred.
Knowledge of Department of Education regulations on school design and construction.
Ability to use project management software and Microsoft Office.
Manages multiple ASD facility design and construction contracts, valued from $2,000 to $10 million, funded by various sources.
Develops project budgets; evaluates and approves payments and change orders; works with project support staff to ensure on-budget delivery.
Coordinates and evaluates RFIs, providing recommendations for modifications and schedule issues.
Acts as liaison between design professionals, contractors, and ASD administrators. Resolves compliance issues.
Develops RFPs for design and construction services, evaluates bids, manages selection, and negotiates contracts.
Conducts pre-bid and pre-proposal conferences.
Oversees project design contracts, develops scope with stakeholders, coordinates reviews to meet ASD requirements, on time and on budget.
Assists in developing educational specifications with input from staff and community.
Administers design and construction contracts, monitors schedules, reviews and approves schedules, payments, change requests, and material submittals. Maintains logs and reports.
Performs post-acceptance inspections and coordinates repairs.
Coordinates permitting with MOA and manages project phasing for timely completion.
Prepares reports on project progress, finances, and other aspects for management, board, officials, and community. Drafts board memorandums.
Works independently, assessing conditions and recommending actions.
Ensures compliance with laws and regulations, including MBE/WBE/DBE provisions.
May supervise and direct PMIs, inspectors, assistants, and interns, ensuring quality and scope adherence.
May participate in hiring committees for project staff.
Bargaining Unit: ACE Work Year: 230 days/year, 12 payments Work Day: 8 hours FTE: 1.0 Salary: ACE 9, Step A - P ($59,598 - $85,965), DOE
Job Summary The Project Manager II oversees multiple design and construction projects, serving as a technical adviser from conception to completion, working directly with construction or planning/design managers. It includes managing budgets, schedules, and quality, and ensuring project compliance and success.
Job Requirements The following are required:

PMP certification.
Knowledge of school design regulations.
Proficiency with project management software and MS Office.
Physical /Mental Demands Frequent standing, walking, sitting, speaking, and hearing. Visual and manual dexterity required. Ability to handle stress, conflicts, and make decisions under pressure.
The physical and environmental conditions are typical of an office and construction site environment, with exposure to outdoor weather and moderate noise.
