Job Overview

Under the supervision of the Regional Field Manager, this role provides technical, managerial, and financial (TMF) assistance to small, disadvantaged community water and wastewater systems to promote sustainable operation and quality service delivery. The role involves working closely with rural residents and local leaders to advance construction projects that improve drinking water and wastewater access and affordability. Additionally, the role includes preparing and delivering training to build the capacity of local partners.

Key Responsibilities

1. Assess client needs and recommend appropriate solutions.
2. Build capacity at small utilities in technical, managerial, and financial aspects.
3. Manage relationships with community clients and utilities.
4. Assist clients in accessing financial resources for water, wastewater, and solid waste projects.
5. Guide communities through construction projects from planning to completion.
6. Develop and deliver training sessions, both group and individual.
7. Provide excellent customer service and prepare reports on activities and outcomes.
8. Perform other related duties as assigned.

Qualifications

• High school diploma or equivalent; Bachelor's degree preferred.
• Valid driver's license with proof of insurance meeting RCAC requirements.
• One to three years of relevant experience in water, wastewater, or environmental project management.
• Commitment to rural communities and issues related to drinking water access or health equity.
• Ability to pass a criminal background check.

Candidates with more experience may qualify for a higher-level position (Small Utility Project Manager II), which involves handling more complex tasks with minimal oversight. The minimum qualifications for this level include seven years of relevant experience.
