Summary
This position sets department objectives, including building and maintaining a strong team, creating processes, communicating effectively, and supporting the team to achieve clear objectives. It provides a strong project management focus to design and construct transmission, sub-transmission, substation, distribution, and switchyard facilities, along with other electrical or non-electrical projects as required by Chugach. Implements project management tools and techniques to deliver projects.
Essential Functions
- Utilize established management information systems to monitor budget, operations, maintenance, and capital project activity.
- Ensure schedules are developed and regularly updated for expense and capital projects.
- Oversee contract administration for major equipment, civil and electrical construction, and engineering services.
- Oversee preparation of detailed work plans and specifications for major project construction.
- Review and approve expenditures within signature limits.
- Submit department capital and expense budgets for review and approval.
- Establish project requirements for facilities construction, including distribution, sub-transmission, transmission, and substation.
- Balance the use of consulting engineers and in-house resources for project design schedules and cost efficiency.
- Provide status reports on departmental responsibilities and monthly project reports on financial and schedule performance.
- Schedule, assign, and direct the work of subordinates, providing training and mentoring. Monitor and evaluate performance.
- Ensure performance measures are in place for departmental responsibilities.
- Participate in negotiations with state and municipal agencies for modifications or relocations of facilities.
- Direct design coordination for interconnection of Chugach facilities with other utilities.
- Participate in external committees and represent Chugach as authorized.
- Develop and implement a comprehensive Project Management Plan for departmental processes.
- Present project and contract proposals to the Chugach Board of Directors.
- Create and maintain a list of system deficiencies for capital improvements.
- Other duties as assigned.
Competencies
- Thorough knowledge of electric utility systems, operations, and construction standards.
- Knowledge of safety codes, OSHA, construction contracts, and specifications.
- Understanding of cold weather effects on equipment and Alaska construction practices.
- Ability to recognize system needs and provide appropriate solutions.
- Proven success in project delivery using industry-recognized tools and techniques.
- Ability to collaborate with other departments and external agencies, and to supervise and develop teams.
- Proficiency in software such as word processing, spreadsheets, databases, presentation, and project management tools.
Supervisory Responsibility
This position supervises Senior Project Engineers, Project Engineers, and Site Engineers, and directs other personnel as required.
Work Environment
Work is primarily in an office environment, with field trips for inspections in varying weather conditions, including flights and out-of-town trips. The role requires 24-hour call-out availability.
Minimum Qualifications and Experience
Education
Bachelor's degree in engineering (preferably electrical). Additional training or certification such as a Professional Engineer license or PMP is preferred.
Experience
At least five years of progressive engineering design or construction experience, including three years in supervisory and project management roles. Experience with high voltage cables and in a union environment is preferred.
