Job Summary
The Temporary Construction Inspector ensures compliance with drawings, specifications, applicable standards, codes, and all contract documents for Anchorage School District construction projects. The Construction Inspector is key to the department's quality assurance and quality control program and assists the project manager in reviewing RFIs, change orders, information bulletins, pay applications, and other required tasks to ensure constructability, accuracy, and conformance to contract documents.

Job Requirements
The following are required:

  • A high school diploma or equivalent. Training or coursework in construction management, engineering, project management, or construction materials or an equivalent combination of education, training, and experience demonstrating ability to perform the job duties.
  • Three years of construction QA/QC experience or code inspection or five years of relative construction trades experience.
  • Experience supervising crew and inspecting major facilities construction projects.
  • Familiarity with a broad spectrum of construction materials, methods, and processes.
  • Must have a good grasp of complex construction means and methods and possess the ability to read and interpret construction drawings and specifications to identify discrepancies or conflicts with the documents.
  • Knowledge of civil, architectural, structural, electrical, and mechanical systems design and construction standards and practices.
  • Knowledge of current building codes, construction standards, American with Disabilities Act, asbestos/hazardous material abatement regulations, Storm Water Pollution Prevention Plan (SWPPP) and other local, state, and federal laws and regulations related to construction.
  • Must possess good written and oral communication skills and be able to provide technical, concise, and factual documentation and general correspondence on behalf of the Anchorage School District.
  • Working knowledge of claims analysis, project documentation, and record keeping.
  • Ability to establish and maintain effective, productive working relationships with others.
  • Experience with project management software and Microsoft Office (Word/Excel/Outlook).
  • Knowledge of National Institute for Certification in Engineering Technologies (NICET), American Concrete Institute (ACI), Western Alliance for Quality Transportation Construction (WAQTC), or other materials testing and/or inspection practices and/or procedures.
  • Must possess time management skills and apply strict attention to detail related to inspecting and documenting construction activities.
  • Must have a good driving record.

The following are preferred:

  • Ability to lead a team.
  • Knowledge of Department of Education & Early Development specifications addressing school design and construction.
  • Knowledge of Municipality of Anchorage Standard Specifications (MASS).
  • Certifications in the following:
  • Quality Control Manager
  • ICC Commercial Building Inspector
  • Erosion and Sediment Control
  • NICET, ACI, WAQTC, or other materials testing and/or inspection certification.
  • Three years of special inspection experience on large, complex scope projects.

Essential Job Functions

  • Inspects all civil, architectural, structural, electrical, and mechanical aspects of both new and renovation/remodel construction projects to assure compliance with regulatory codes, drawings, specifications, and contract documents.
  • Coordinates with municipality building inspectors and term contract special inspectors.
  • May supervise and direct teams to support the inspection and construction process.
  • Composes and submits daily construction inspection reports to include, but not limited to: project conditions, architectural and engineering communication and direction, general conditions, temperatures, weather conditions, site work, personnel counts, hours worked, description of work performed, equipment used, verbal discussions and oral instructions, phone conversations, visitors to site, meetings, photos, delays, instructions from the project manager, correspondence sent, etc.
  • Prepares correspondence addressing contract compliance and job inspections in reference to new building construction and existing warranties.
  • Reviews and provides comments on plans, specifications, shop drawings, submittals, information bulletins, RFIs, field directives from design through project completion and closeout.
  • Establish and maintain files for all special and Municipality of Anchorage inspection reports.
  • Check and verify all materials stored on site, periodically, for damage to crating, proper dunnage, and protection from the elements.
  • Train new employees on procedures and requirements of the job.
  • Photo document pre-construction conditions, in-progress work, deficiencies, and non-conforming work, etc.
  • Post addendums, information bulletins, RFIs, change orders, etc. to plans and specifications.

Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work Environment
Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings. The noise level in the work environment is usually moderate.
