The salary range for this position is $115,864-$169,606/year, please note this is a tiered position.

Responsibilities:

  • Manage proposals (RFP, RFI) and all deliverables as needed, including determining schedules, assigning work packages, coordinating content submissions from writers, and submitting responses on time, as well as final editing, formatting, and assembly.
  • Develop a thorough RFP compliance matrix and maintain compliance throughout the lifecycle of proposal development.
  • Drive proposal efforts to finish, including go/no-go, teaming, the capture of intelligence resources, development, submission follow-up, and debriefing.
  • Participate in pre-marketing activities, including intelligence gathering, competitor analysis, and selection panel profiling to define Ahtna solutions and discriminators.
  • Participate in team discussions and arrangements, including the selection of teaming partners and key sub-consultants.
  • Facilitate strategy/theme development to define Ahtna's competitive solutions and discriminators.
  • Assist in the design of marketing collateral such as proposals and covers, organizational charts, resumes, project descriptions, presentations, handouts, etc. requiring technical writing and graphic work.
  • Establish and enforce writing assignments and deadlines.
  • Ensure that proposal messages and themes are integrated into proposals and presentations.
  • Ensure the response section is in compliance with the solicitation.
  • Oversee final production and submission.
  • Coordinate team debriefs on proposal wins and losses.
  • Coordinate reviews of all outgoing competitive proposals for quality and RFP compliance and responsiveness.
  • Learn and maintain in-depth knowledge of products and services, industry trends, and competition.
  • Maintain proposal and project information/attributes with a Customer Relationship Management (CRM) database.
  • Perform any other duties as assigned by management.

Minimum Qualifications:

  • Bachelor's degree in an applicable discipline.
  • Work experience may substitute education on a 1:1 basis.
  • Experience with leading and coordinating diverse teams from various organizational levels from the prime, subcontractor, and consultant businesses.
  • Experience with working closely with business area operations and business development leads and pricing leads to ensure alignment of technical, management, and cost and price strategy.
  • Experience with defining business development processes.
  • Knowledge of federal government procurement process and FAR regulations.
  • Experience with federal RFP structures and SF330 formats.
  • Ability to plan and coordinate proposal resources, including people, and schedule, and communicate status regularly to proposal managers and firm leadership.
  • Ability to edit content from multiple individuals and incorporate data and graphics to produce a professionally prepared and compliant proposal.
  • Ability to pass background checks by various Federal Agencies (e.g., DOD, DHS, FAA, etc.) to obtain security access.
  • Must be a US Citizen.
  • Valid Driver's license with a clean driving record, able to drive company vehicles.

Level - II:

  • Seven (7) years of work experience (proposals/marketing/writing experience preferred) with five (5) or more years of experience as a Proposal Manager.

Level – Senior:

  • Ten (10) years of experience (proposals/marketing/writing experience preferred) with eight (8) or more years of experience as a Proposal Manager.

Preferred Qualifications:

  • Association of Proposal Management Professionals (APMP) Foundation Level certification or certification through the Society of Marketing Professional Services (CPSM) or Shipley and Associates Certification is also desirable and can be substituted.
  • Experience with business development or client delivery with U.S. federal civilian agencies, including the Department of Defense and Homeland Security.
  • Experience in construction, environmental, engineering, or professional services industry.
  • Experience and knowledge of Alaska Native cultures.

Shareholder Preference:

Pursuant to PL 93-638, as amended, preference will be given to qualified Ahtna Native Corporation Shareholders, Descendants, and Spouses in all phases of employment.

Work Schedule: Monday – Friday, hours based on business/operational needs.

Physical Demands:

Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours; occasional lifting of up to 25 pounds such as small office equipment, files, stacks of paper, reference and other materials.

Work is generally performed in an office setting with the ability to speak and receive phone communications often. Work requires computer usage with strength, dexterity, coordination, and visual acuity to use a keyboard and video display terminal and other office equipment.
