PUBLIC HEALTH BILLING & CODING CLERK (Junior Accountant) - Range 12 / AME

This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.

DEPARTMENT: Anchorage Health Department (AHD)
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: 825 L Street

Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation at the discretion of management with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

Position Overview:
This position administers daily medical billing and coding operations for the Anchorage Health Department's clients and clinics. Duties include:

  1. Serving as the clinic subject matter expert on the most current medical billing and coding standards and industry projections.
  2. Conducting daily encounter audits to ensure proper procedural and diagnosis coding and billing appropriate payor (third party insurance carrier, Medicaid or Medicare) or individual.
  3. Working with the Clinic Manager and Nursing Supervisors to review billing policy and procedures as needed to ensure clinic compliance and requirements are followed as laid out in grants, healthcare laws, and internal policies.
  4. Serving as the point of contact and administrator for special account relationships and billing.
  5. Overseeing all cash, check, and credit card payments made in the clinic and being responsible for all documentation, submission of daily cash journals into a central enterprise system, and reporting to the finance department at City Hall.
  6. Providing cash handling training for appropriate new hires and maintaining training documentation in compliance with retention requirements.
  7. Being responsible for the clinic petty cash fund and change fund for office associates.
  8. Working closely with the AHD Leadership Team, Clinic Manager, Nurse Supervisors, and other AHD supervisors to identify deficiencies in medical billing, records, and processes within the clinic and providing creative ideas to enhance client services.
  9. Performing other related duties as assigned.

Emergency Response:
The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (DHSS) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD's employees may be called to engage in emergency operations responses and recovery.

Minimum Qualifications:
  1. Bachelor's degree in Accounting or a related discipline and experience in medical billing and coding.
  2. OR Associate's degree in Accounting or a related discipline and two (2) years of experience in medical billing and coding.
  3. OR High school diploma, GED, or equivalent and four (4) years of experience in medical billing and coding.

Substitutions:
If you hold one of the following professional certifications, it will substitute for two (2) years of experience:
  • AAPC American Academy of Professional Coders:
    Certified Professional Coder (CPC)
    Certified Professional Biller (CPB)
  • AHIMA American Health Information Management Association:
    Certified Coding Associate (CCA)
    Certified Coding Specialist (CCS)
    Certified Coding Specialist – Physician-based (CCS-P)
    Registered Health Information Technician (RHIT)
    Registered Health Information Administrator (RHIA)

Preference:
Preference will be given to Anchorage Municipal Employees Association (AMEA) employees. AMEA employees who are successful in the screening process will be forwarded to the Department for consideration prior to any non-AMEA applicants.

Military Service Interview Preference:
Veterans who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application.
