The Senior Facilities Delivery Specialist is responsible for the day-to-day management of the complete end-to-end source to contract management processes within STO, for any given scope of work at STO Facilities'. This role is specifically focused on strategic oversight and execution in all aspects of contracting and supply chain management in the delivery of the project, following the project lifecycle from development through execution for contracting as part of the integrated project execution team.
This role works closely with the function leaders, as well as other key stakeholders, to ensure optimal selection of contractors, and manage the delivery of outcomes to support Company contract requirements in a timely manner.
• Provide contracting oversight and ensure alignment to schedule and impacted stakeholders.
• Execute sourcing strategies for Company related to service/material needs for STO framework agreements & price books• Ensure best value for purchases of materials and/or services for long-term total cost of ownership
• Develop strategies to optimize third party spend for Facilities
• Contract support of the assigned project scope of Facilities
• All facets of contract formation and contract management including drafting, interpretation, negotiation, contract review, and administration of complex customer agreements.
• Provide independent and objective contract evaluation as well as experienced advice and guidance to various functions, as applicable.
• Roll out final contracts to advise internal stakeholders of contractual rights and obligations and providing interpretation of terms and conditions.
• Use continuous improvement methodologies to drive process improvement and/or efficiencies.
• Collaborate with various teams and functions, ensuring organizational effectiveness and standardization.
• Support the maximization of cost targets and cash flow while minimizing risk in the negotiation of contracts.
• Mentor team member peer development on-the-job.
• Contribute to the development of strong working relationships with customers and internal stakeholders, ensuring provision of top-class service and high customer satisfaction.
• Adherence to Company Process & Procedures; supporting best practices.
Formal Qualifications
• A Bachelor's or Master's degree or equivalent in an appropriate field.
• Relevant experience may be considered in lieu of formal degree.
Experience
• At least 15 years' broad experience in contracts, purchasing or legal disciplines, with over 5 years' experience with Engineering, Maintenance, Drilling and / or Project contracts and/or procurement.
• Materials management experience
• Familiarity with Alaska vendor community
• Familiarity in contracting with Native / Indigenous community
• Working knowledge of sparing (spares) philosophies
• Extensive knowledge of contracting principles, theories and concepts.
• Experience in supporting oil and gas facilities, located in remote regions (i.e. North Slope of Alaska)
• Strong contractor management and contracts administration knowledge and experience.
• Proficient in oral and written communications.
• Effective interpersonal skills required to interact at all levels of seniority.
• Strong problem solving, contractual negotiation, and interpersonal skills
• Knowledge of and experience with lump sum, unit rate, reimbursable contracting strategies including experience in managing FEED, EPC, EPCM contractors.
• Knowledge of basic Microsoft applications, such as WORD, Excel, PowerPoint, Teams, Outlook, etc.
• Oil & Gas field experience a plus.
