JOB SUMMARY:

The GIS Program Manager is responsible for strategic leadership to support growing and sustaining Brice's geospatial program. This position will mentor Brice's current GIS Specialists, manage the GIS workload, make hiring decisions, and generally develop a program to better support Brice's needs for the collection and use of spatial data for mapping and cartography. This position will work with GIS specialists to help project managers and technical leads to develop maps and figures to support projects and organize and manage data for Work Plans and Reports. "Areas of specialty" to include: geodesy, cartography, computer science, engineering, geology and hydrology.

ESSENTIAL FUNCTIONS:

  • Manage and develop the GIS Program:
  • In conjunction with the Regional Director, develop overall direction to guide GIS program planning.
  • Ensure program delivery efforts stay aligned to Brice's strategic goals and that the program is continually developed to meet the defined goals and deliver the planned benefits.
  • Identify, analyze and prepare for program risks and ensure compliance to quality, safety and security processes.
  • Support policies and procedures of the organization to enhance overall operation and effectiveness with safety as a core focus.
  • Identify and manage conflicts and support a high-performance team environment where team members are valued and people are treated with respect and dignity.
  • Provide direct input by providing technical support for work plan, report, and proposal development.
  • Collaborate with various groups within Calista, Bilista and multiple client organizations.
  • Mentor junior staff and act as a Team Leader
  • Work in a constant state of alertness and in a safe manner.
  • Work closely with GIS Specialists to perform cartography with ArcGIS software:
  • Develop and manage geodatabases compliant with client standards.
  • Integrate geodatabases with other data management tools.
  • Produce maps using raster and vector spatial data structures.
  • Prepare figures with point, line and polygon datasets.
  • Establish and update metadata.
  • Incorporate AutoCAD drawings into ArcGIS mapping.
  • Ensure good cartography and engineering design with proper scaling
  • Perform Cartography with AutoCAD software:
  • Produce maps using raster and vector spatial data structures
  • Prepare figures with point, line and polygon datasets
  • Establish and update metadata
  • Edit shapefile data using CAD drafting tools
  • Bring data (survey) from the field and process into database and figure deliverables
  • Build and update digital databases.
  • Create and manage spatial data, including design and use of relational databases and querying tools.
  • Examine and analyze data from ground surveys, reports, aerial photographs, and satellite images to prepare topographic maps, aerial-photograph mosaics, and related charts.
  • Identify, scale, and orient geodetic points, elevations, and other planimetric or topographic features, applying standard mathematical formulas.
  • Perform other duties as assigned.


SUPERVISORY RESPONSIBILITIES

This position has supervisory responsibilities to include but not limited to GIS Specialists, Surveyors, and Environmental Scientists within BESC and BENG.

KNOWLEDGE, SKILLS, & ABILITIES:
  • Experienced leader with appropriate industry experience.
  • Strategic thinker with sound technical skills, analytical ability, good judgment and operational focus.
  • Desire and drive to develop and grow an expanding GIS program.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Excellent communication skills, both oral and written, to deal effectively with a variety of interpersonal relationships and situations.
  • Ability to work in a team environment.
  • Ability to work in an Alaska Native Corporation multi-business environment.
  • Proficient in ESRI ArcGIS, ESRI: ArcINFO v5 through ArcGIS 10.3, Model Builder, GIS for Consequence Assessment; Erdas Imagine; ENVI, IDRISI Taiga, SOCET Set, MS Office.
  • Advanced knowledge of map projections, vertical and geodetic datums, and coordinate system conversions.
  • Advanced knowledge of Microsoft Access database and Leica software.
  • Must be highly organized and able to manage multiple assignments with competing deadlines.
  • Must possess strong personal initiative and critical thinking skills with an ability to complete job duties with minimal guidance.
  • Ability to set and meet deadlines; set priorities, take ownership of projects, work efficiently and provide a consistent level of high quality in a high-pressure environment.
  • Ability to display willingness to make decisions; exhibit sound and accurate judgment; support and explains reasoning for decisions; include appropriate people in decision-making process; make timely decisions.

QUALIFICATIONS
  • Bachelor's degree in GIS-related discipline required and a Graduate Certificate in GIS.
  • Ten to twenty years' experience in use of ESRI and Autodesk software for preparing maps, creating spatial datasets and manipulating geodatabases.
  • Proven experience in ESRI Geodatabase and Microsoft Access required.
  • Ability to pass background check and drug screen.


WORKING CONDITIONS:

Generally indoor office environment, may be subject to changes in temperature and noise levels.
