The primary purpose of this position is to serve as the Administrative Officer providing direction, organization, plans and performing various administrative duties for the 673d Civil Engineer Group. Responsibilities Serves as Administrative Offiicer, Executive Advisor, and Program Evaluator within the Group. Uses knowledge and understanding of management principles, practices, methods and techniques and skill in integrating management services with the general management of a DoD organization. Performs Program Management. Applies knowledge of management principles and processes of the analytical and evaluate methods needed for execution in improving organization effectiveness and efficiency. Oversees 673 CEG Management Internal Control Toolset (MICT) and Inspector General Evaluation Management System (IGEMS) to ensure compliance of program objectives. Guides development of briefs and reports and provides oversight of task management. Guides development of various briefs (Mission Brief, Weekly Staff Meeting, etc.) tailoring content for target audience and objective and working independently to meet established deadlines. Serves as the focal point for all requirements coming into and out of the Civil Engineer Group advises the Civil Engineer Group Commander, Deputies and Squadron Leadership. Manages operation of suspense systems by screening, reviewing, analyzing and identifying CEG tasks daily, assigning suspense dates and delegating to the appropriate functional experts in the CEG or its subordinate squadrons. Represents (the organization) with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with 673 MSG, 673 ABW, 3 WG, 176 AW, 4/25 IBCT,(ABN), US Army Alaska (USARAK), and 11 AF executive officers/administrative staff. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes the understanding of the duties, priorities, commitments, policies, and program goals of the organization sufficient to perform nonroutine assignments, such as independently noting and following-up on commitments made at meetings/conferences; shifting clerical staff in subordinate offices to respond to fluctuating workloads; advising other clerical staff on preparing correspondence, requirements for various reports, and interpreting new instructions and procedures; or locating and summarizing information from files and documents that requires recognizing which information is or is not relevant to the problem at hand. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of management principles, practices, methods and techniques and skill in integrating management services with the general management of a DoD organization. 2. Knowledge of various data information systems within Civil Engineering operation and the ability to provide civil engineering information and regulatory information. 3. Knowledge of management principles and processes of the analytical and evaluative methods needed for execution in improving organization effectiveness and efficiency. 4. Skills to perform and provide oversight of a variety of administrative and staff management activities. 5. Ability to understand engineering concepts, technical and factual terminology acquired through experience or educational degree. 6. Ability to plan and organize work, communicate effectively both orally and in writing while maintaining good working relationships and cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
