Summary

Western Federal Lands Highway Division has Construction Control Inspector positions available in their Regional Project Offices (RPOs). Projects occur primarily on Federal Lands managed by other Federal agencies (e.g., National Park Service & U.S. Forest Service) & include multi-state areas.

Duties

As a Construction Control Inspector at the mid-level, you will:

  • Assist in the administration of construction contract(s) by providing staff leadership and contractor direction, monitoring construction activity, and control in such a manner as to ensure that Division projects are constructed in compliance with plans and specifications, and otherwise reflect the intent of the design and serve the needs of the client agency and the public. Identify anticipated problems and takesappropriate and timely corrective action.
  • Assist in the enforcement of established construction specification requirements; determine the necessity for issuance of contract administration correspondence and contract modifications to the contractor in accordance with established policies andprocedures. Recommend changes in design, specifications and schedules to the Construction Operations Engineer (COE), as appropriate, to meet field conditions.
  • Assist with maintaining/monitoring fiscal control relative to the execution of the construction contract. Draft contract modifications for review by the COE.
  • Assist with the day-to-day project activity coordination with the client or cooperating agency representatives, other federal officials, state and county units, and local groups to resolve issues and problems that may arise.
  • Determine the acceptability of completed work by the contractor. Assure safety measures used by the contractor are appropriate for the work performed. Assure safe and adequate public travel through construction zones.


The ideal candidate is a construction manager or inspector with experience independently and effectively serving as a contracting officer's representative on a variety of construction projects. Primary duties include ensuring compliance with contract specifications, providing technical direction and guidance, and delivering contract administration services and support.

  • PHYSICAL CONDITIONS: The work requires extensive standing, walking, climbing, bending, lifting and carrying up to 60 pounds. In addition, you will be exposed to varying weather and terrain conditions.
  • SHIFTS: Due to the overall responsibility for the project, the employee must be available for varied duty shifts and for off-duty emergencies, particularly throughout contractor multi-shift construction periods.
  • GOVERNMENT TRAVEL CARD: This position involves travel.A government contractor-issued travel card will be issued and must be retained for official business only.
  • TRAVEL: The position involves a significant amount of travel away from your duty station for extended periods of time. Travel may often be to remote locations. You must be willing to travel for extended periods of time, often to remote locations.
  • DRIVER'S LICENSE: You must have a valid state driver's license, with a safe driving record, and be fully qualified to operate a government owned vehicle.
  • VEHICLE OPERATION: You will be required to operate motor vehicles in the performance of duties and will be completely responsible for their safe operation in compliance with applicable FHWA, federal, state, county, municipal or local laws and regulations. You will be responsible for reporting all accidents in accordance with regulations contained in applicable FHWA Instructions.
  • RECRUITMENT INCENTIVE: If a recruitment incentive is offered, selectee will be required to sign a service agreement.


Qualifications

To determine which grade(s) you are eligible for, review the following grade specific details. For the GS-07:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-06 grade level, which included:

  • Experience assisting in the observance of roadway related construction work site activity, ensuring that work standards are maintained.


Or on Education, at least one year of graduate level education (above a Bachelor's) leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology.

You can also have a combination of some graduate level classes leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology and have some specialized experience as described in the vacancy announcement that combined qualify you for this position. For the GS-09:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-07 grade level, which included:

  • Experience observing the work site activity to ensure that work standards are maintained on roadway related construction projects; AND
  • Experience determining support tasks for field inspections and investigations in order to obtain information for future roadway construction projects.

  • Experience in the administration of highway construction projects that include major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow and maintenance, and recycled or conventional paving.

You cannot qualify based on education at the GS-11 grade level, you must have experience.

Note: Graduate education meets the specialized experience required for grades 07 & 09 only in those instances where it is directly related to the work of the position.

One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
